"Rohboden oder Fertigfussboden"

Fertigfussboden I have tentatively translated as finished floor. But unfinished floor is not quite right. And "raw floor" also does not seem to hit it. I think what they mean is the floor, without any covering. What is the correct term for this?

Explanation:
It is a question. Does "finished floor" include final treatment or covering by "something"? In case that "finished floor" means that it was treated (penetrated), untreated would be OK.
