Explanation:
Common sense suggests that your isolating valves should be easily visible and accessible, but I couldn't be sure.
"Un regard" is, after all, an inspection hole/pit, so perhaps they become visible only after removing the lid of the "regard"?

disagree  Tony M: Sorry, Chris, but even if that were the intention, I don't believe that's how it would be expressed in FR. Only time I've seen sthg even vaguely like that, it meant '2 things facing each other' / Logically, 'en un regard', 'cept FR wouldn't use article

disagree  Alan Douglas (X): As you yourself said, Chris, un regard is for "inspection" (an inspection chamber or manhole not inspection hole/pit). Architects and engineers have a habit of using fairly clipped language in spscifications etc.

disagree  B D Finch: Manholes are a particular type of large inspection chamber a person can get into. However, since the 1980s the term "inspection chamber" is generally preferred by UK local authorities. These ones are likely, in any case, to be much smaller.
