I think that works too. I would include the location of where it is arriving (if you can do that without throwing the integrity of the translation off). Because otherwise it's very unclear (at least in English) about where the shipments are arriving. So be sure the location of arrival is in there somewhere if possible. ie

Subsystem for predicting the arrival of postal shipments at the [place/location].

You're right, it's a regional sorting center, not a local post office, so there should be words "arrival" and "prediction"

Ah OK this makes more sense (btw I would change that to "mail assembly"). It sounds now like they are talking about some sort of main dispatch center, where all the mail comes to (ie the post office) and then it is divided up and sent out in various different directions. So it's actually forecasting mail *arrival* at the center before sending it out again, or before sending it further along... that is if I understood it correctly.

"It is confusing, Catherine; my interpretation is that this has to do with a program (subsystem) for determining the reliability of the postal system." -- Jim, I hadn't thought of the issue of reliability (rather than predictability), but it could well be. It makes more sense, although the concept is unique. Certainly after living in Russia I can attest that the incoming (domestic) post at least is not as reliable as outgoing. Not least because home mailboxes tend to not be secure. I'm curious what the original poster will add in terms of context for this - now it has become a mystery! :-)
