Explanation: Hm, not my area of expertise but I will have a go: I'm wondering if it could be something like "receipt tracking for mailed packages?" or just "system (for predicting) mail tracking" (mail tracking system?) Sub system or mini-system sound a bit off in English although that's what it is (as I'm sure you know)...but given the context maybe those dont need to be specified in English.
