Your context is actually unclear, I don't know if more of your surrounding text makes it clearer; it seems to me, on the face of it, pretty clear that (in the absence of punctuation) it is indeed the 'conclusions' that are the subject of 'acknowledging' (and hence probably 'agreed'); however, it all really depends on how the sentence finishes (and possibly, on what has gone before).

The meaning may well be "The Ministers' conclusions acknowledge... and thereby agreed to promote..." — the 'in' might even have the sense of 'while' here, but again, hard to tell wihout more context.

It might seem odd that 'conclusions' could 'agree' anything, but in this sort of context, it is not uncommon for 'the conclusions' to be used to sort of distance the actual Ministers themselves from what is contained in their conclusions.

je crois qu'on peut très bien mettre 'en prenant, ou tout simplement 'prenant acte de', alors, pour retenir la proposition d'antoine, mais en revanche laisser le sujet du verbe 'agreed' comme étant les ministres, et non pas leurs conclusions, ce qui me semble tellement bizarre comme forme ..
