Strictly speaking, 'council' in the UK need not be only a 'municipal' council; however, I think this would convey the idea well enough in France, since the systems are not precisely equivalent.

The 'across council regions' makes it clear that this is about the idea of co-operation, or at least some level of harmonization, between councils — and cf. the various structures such as the 'syndicat intercommunal' we have here in France.
