Russian term or phrase:

English translation:monetization of foreign policy
Explanation:
A widely used (by specialists and non-) Levi's term, which he applied to his theory of Modernization as the tendency to regard and conduct practically all social, cultural and political (a case in point) processes in economic context.

If you don't like this, you may wish to use "economic contextualization of foreign policy"

commercialization of foreign policy

Explanation:
To me, this more clearly brings to mind putting commercial/economic priorities over political/strategic priorities when forming foreign policy

neutral  Oleg Lozinskiy: To me, it's putting the interests of U.S.-registered monopolies over the priorities of the U.S. people. // Then why have you put 'commercial/economic' vs. 'political/strategic'? WHAT IS THE DIFFERENCE? $$$ WHOM TO?

-> Sorry, I should have written "commercial/financial" rather than "commercial/economic." Commercialization means putting $$$ over all other concerns.

agree  Alexander C. Thomson: Definitely correct for this (negative overtones, not describing a deliberate policy) процесс and a much better translation option than ‘economization’ (not least because ‘economize’ = ‘cut spending’).

Meaning: putting the traditional U.S. foreign policy (even those departments and agencies that have not been involved) into the context of actively PROMOTING interests of U.S. companies.

Compare with:

standardization, democratization ... :-))
