Explanation:
The meaning of "andaime em balanço" is shown very clearly in the first link below, in point 4.4. It is described as follows:

"Andaimes que se projetam para fora da construção e são suportados por vigamentos (de madeira ou metálicos) ou estruturas em balanço, seja por engastamento ou outro sistema de contrabalançamento no interior da construção, podendo ser fixos ou deslocáveis."

The equivalent term in EN is "truss-out scaffold", which can be seen in the second link, where "Truss Out scaffolds" are described as "Independent tied scaffold used where is is impractical to build from the ground". Other sites use a hiphen in the name. It is a scaffold which is secured by braces fixed to the vertical surface, or by other means, but not by a vertical structure below it which reaches the ground, as in traditional scaffolds.

I looked at that, and agree that it is a possible candidate. One is supported by brackets fixed to the wall, the other by beams projecting from the wall. In common, they are not supported by the ground.

The difficulty is knowing which the original term refers to. Your second reference link shows what I would call a hanging or suspended scaffold. I think there is a lot of confusion about the term on the Internet, a lot of non-technical material... You'll just have to decide which is the most likely translation!
