You are complicating things. You had given us barely 2 lines on the subject, you have us all chasing around with different conflicting explanations, who ALL THINK WE ARE RIGHT, but then we are ALL wrong, because we have not got a 'specific' case in hand to work on.

Well, I prefer "Board" to "Council". One example (from the 'SCE' or European Co-operative Society website): "In the two-tier system, a 'management board' manages the SCE, while a separate 'supervisory board' supervises its work." - but I prefer not to use "Board" for both.

Further to what we said, SMALLER and not registered as Ltd. Co.'s. Συνεργατικες, can be managed by Συμβουλια= Councils
So, one refers to the 'Council' and, if relevant, 'Council Leader'

Επιτροπεία cannot be but the higher echelon of the movement. They are the ones who are elected by the Members (shareholders). There is 15 of them, of who various areas, obviously, elect their own Top people.
You can talk of 'Area Branch Managers' manning a Financial Branch, or just the Manager of a Branch. Mind you, there are many branches only of the Financial entities. As I said, these branched out to the General Public, so the G.P. have to be safeguarded by constraints imposed by the Government on them.
You have to choose the terminology and nomenclature according to what you are talking about and what refers to who.
I am sticking my neck out and saying 'Επιτροπεία'= Board of Directors.

Εποπτικα Συμβούλια ειναι οι Διαυθυνσεις των Συν-εργατικων προοιοντων, σαν Αμπελουργων, Πατατοπαραγωγων, Πορτοκαλοπαραγωγων κτλ..Αυτα τα λεγουμε απλως 'Συμβουλια'.
This differentiation was not indicated out from the outset. All these numerous smaller Co-ops, together with their bigger Financial brothers/sisters, with the latter originally established to provide Finance for the former. These Financial ones, however, have, over the years, outgrown their primary function, so they branched out to the General Public. In any case, Financial or otherwise, they all come under the umbrella of the Central Co-Operative Movement, who is then, by Law a Limited Liability Company.
Now, in your comments underneath, if you deal with the Financial Side, these are all Ltd. Companies, and have many Branches. This is where the crux comes in.
Every branch has a Manager, who are answerable to the General Manager of the main Entity. Αυτοι ειναι Διευθυντες 'Παραρτηματων'.
Οι Γεννικη Διευθυνση ομως, οι 15 οπως λεγει στον πινακα, ειναι η Επιτροποια, δηλ. οι Directors του Συνεργατισμου. Αν ειναι 'Συμβουλιο' ομως, τοτε λεμε ειναι 'Μελος' Member' because there is probably him, a secretary and a cashier(Taμιας)

If they are ΣΠΕ (Συνεργατικές Πιστωτικές Εταιρείες) οr Ταμιευτήρια, then, yes, they are banks. But these are not the only cooperatives in Cyprus.
Looking through a list of cooperatives in Cyprus, I see that many of them (though not, as it happens, the ones that are banks) have ΛΤΔ after their names - so, in that sense, yes, they are companies that have boards of directors.

What happens if I have to translate a document that contains both these terms: Διοικητικό Συμβούλιο, Επιτροπεία?
Ι still think it's necessary to have a separate term for επιτροπεία.

An important characteristic of a cooperative, as defined in the Cypriot legislation, is that it has the following two bodies: Επιτροπεία, Εποπτικό Συμβούλιο.

This is an opinion, my opinion.
1. Γενική Συνέλευση=i.e. The Shareholders {at a General Meeting(GM)} is the highest Authority in a 'registered' (Co-op) Co.. The GM comprises of the μέλη(shareholders) of physical persons or από αντιπροσώπους των μελών της=Proxy, when co-op companies( here the Proxy of this 'Company' has the right to cast as many votes as there are shares in that Company he/she represents and is authorised to cast those votes.
2. Επιτροπεία: The Directors(The Board of Directors, BoD) are voted/elected by one member casting one vote ( except the Proxy, who votes as said above). These Directors manage(but they are Not Managers) the business of the Co-op for 3 yrs.. It is the practice that when the Directors are elected they then THEMSELVES elect their Managing Director(MD) ( The BoD has the right to vote out the MD, in the same manner they had elected him/her in.
Once the BoD is elected they take 'guardianship' of the Company and the Company is in their 'custody'. They then appoint the remainder of the 'administration' i.e. all the administrative machinery.
In the end this is about Co-ops, not of Horse clubs, not under-age or sick people's clubs or clubs otherwise!!
