According to Norstedts, the collocation with omständigheter would mean that påkallar means requires.

The example is:
"ifall omständigheterna så påkallar" with the translation "if required" or "if circumstances require".

You could also translate it as demand I suppose.

Explanation:
As Richard says, you can probably translate it as 'require' or 'demand', but if you want a more literal or etymologically close translation I would also like to mention 'call upon', with the same meaning. 'Påkalla' belongs to a very formal register in Swedish. As I understand it so does 'call upon' in English.
