(in line with/in keeping with) the policy of expressing agreement
Explanation:
Beginning the translation with "In the policy of" is probably not a good idea; it would sound strange, at best. I think the writer means "in line with the policy..." (or "in keeping with"). As for "abundar," it basically means to agree (without any intensifier), so perhaps "to express" or "convey" agreement would be a good option.

abundar
4. intr. Compartir una idea, una opinión. Abunda EN las mismas opiniones que su profesor.

in the policy of going along with / agreeing with

Explanation:
Sounds like they're trying to march in lock step with Washington because they're trying to be included in "first world countries."

Abundar = abound is too literal.

Here is a definition (last one in series) where abundar means to agree with.

Also, I googled "with whatever Washington says" to see some example sentences:
http://www.google.de/#hl=de&safe=active&output=search&sclien...

and you get a lot of hits for "going along with." I like that one.

you could also say:

According to the policy....
In keeping with the policy....

Might not want to start the sentence with "In," though it could work.
