No sé que si esta frese hace referencia a cuando una sociedad termina siempre diciendo lo mismo, cae en lugares comunes, porque siempre termina diciendo lo mismo. O es literal de lugares comunes, el ferrocarril .

Leo nuevamente el párrafo y éste trasunta que "cuando los ferrocarriles eran ingleses eran una maravilla y cumplían puntualmente los servicios" es una noción, un recuerdo, algo que se repite entre las personas familiarizadas con los ferrocarriles. Por eso creo que "lugares comunes" en este caso no es un lugar físico.
