Я полагаю, что все это завершится успешно, Россия пройдет этот этап, политики, завершая свою дискуссию, проголосуют обеими руками “за”.

Does this have the connotation of fraudulent voting (as in Walter Mondale's famous quip, "vote early and often"), or does it just mean that people will vote enthusiastically for something, in this case Eurasian integration? The speaker is rather ironic.
