I see that the glossary has 'budget lines' but I'd rather phrase this in plain English - not sure what it actually means, though! 'via individual budget lines' seems pretty meaningless to me. This is the preface to a university research institute's 'rapport d'activités':

La politique de l’Institut se caractérise aujourd’hui par cinq points forts :
1. La mutualisation des ressources en consacrant 70% du budget à la logistique de recherche et à l’encouragement de la mobilité des chercheurs, les 30% restants étant distribués aux promoteurs **au travers de lignes budgétaires individualisées**;

'promoteurs' presumably refers to PhD supervisors.

A budget line is an individual item in a budget, such as payroll or vehicle expenses. In this case, each "promoteur" (and I'm not sure what that means without more context - in clinical research it means "sponsor"), is allocated a budget line.

Despite saying in my question that this solution was pretty meaningless to me, I'm awarding the points to Phil. I'd have preferred to get some feedback from the end client but simply ran out of time. So this is more or less what I opted for (under individual/separate budget headings), though I did suggest Wolf's alternative rendering to the client, as it seems plausible to me (so I won't add this to the glossary). Thanks to both of you!

Explanation:
On the basis that *ligne* refers here to a program, a channel through which a particular policy can be implemented and funds allocated/spent.

*Budgétaire* simply indicates that funds will be spent or allocated.

Hi Moira, I hadn't checked the EN webpage translations... hmmm, I wonder if they may be somewhat inaccurate? The FR contexts seem to me to indicate a program, channel or mechanism of sorts. I'm not sure one can use "budget line" in same sense as "credit line". Perhaps "budget line" is an example of inappropriate calquing?
