Matériaux incorporés - fixtures and fittings; although yes, as Chris Collister says, it could be cement/steel infrastructure; I was thinking more about shuttering, piping etc.

agree  B D Finch: The French term for "fixtures and fittings" is "équipements et agencements". Matières would usually, in a construction industry context, be translated as "materials", not "supplies".
