Bit confused about this phrase. Is it "The client’s waiting time is not included" or "The client’s waiting time IS included (i.e. counted')"
Searches have brought up both and decompter can mean to 'count' or to 'deduct'. A bit of context (there isn't much):
Temps écoulé entre la réception du dossier dans la mutualité et l’envoi à la SMA. Le temps d’attente du côté client est décompté.
