sowie bei (here)

English translation: and, in the case of ...

German term or phrase: sowie bei (here)
Context:

"Zu Frage b) ist festzustellen, dass Landstege verschiedener Ausführungen und Längen sowie bei Schiffen, die Wasserstraßen der Zone 2 befahren, Rettungsinseln an Bord zu finden sind."

This is in the context of Directive 2006/87/EC laying down technical requirements for inland waterway vessels ( http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=CELEX:... ) Article 15.09 (3).

I am rather thrown by the German sentence structure here. Something definitely seems to be missing, as far as I understand it. My draft translation is:

"Re. question b) it should be noted that various designs and lengths of gangways as well as on vessels operating on zone 2 waterways, life rafts can be found on board."

* Sentence or paragraph where the term occurs: See above
* Document type: Feedback to minutes of a meeting
* Target audience: Bureaucrats
* Country and dialect (source): German
* Country and dialect (target): British English

English translation:and, in the case of ...
Explanation:
"zu finden sind" refers back to both the "Landstege verschiedener Ausführungen und Längen" and, in the case of vessels operating on zone 2 waterways, life rafts.

In other words, "Landstege verschiedener Ausführungen und Längen" is always a requirement (for all vessels), while "life rafts on board" is also a requirement, but only in the case of "vessels operating on zone 2 waterways".

That is how I read it, in any case.
