da fehlt ein Komma, meine ich. Der eigentliche Satz lautet:

... ist festzustellen, dass Landstege verschiedener Ausführungen und Längen an Bord zu finden sind.

Als Nebensatz ist eingeschoben:
sowie bei Schiffen, die Wasserstraßen der Zone 2 befahren, Rettungsinseln

Das ließe sich natürlich eleganter formulieren.

gramatically it sounds to me like life rafts can be found on vessels operating on zone 2 waterways instead of gangways, even though that makes no sense at all, looking at it logically.

den deutschen Satz auch ziemlich unverständlich (von der Grammatik her). Nach Meiner Meinung fehlt hier etwas vor "sowie".

..... Landstege sind zu finden bei ... sowie bei Schiffen, die Wasserstraßen der Zone 2 befahren.

(ii) in the case of vessels operating on zone 2 waterways life rafts are on board.
