The "Certificat d'embaumement" is a matter of public health and safety, not "security", so you might want to review the name of that "Division".

Before transporting, proces verbal de mise en bière is prepared by Superintendent of Police and attestation is prepared by Funeral director and again there is Certificat d'embaumement prepared by Division of Public security

Cargo Agent & Bill of Lading
The deceased's representative is responsible for contacting an appropriate cargo agent. You will find many of these based at the Cargo department at Doha International Airport on Al Matar Street to the South of the Airport. You will need to provide the agent with:
transfer of dead body certificate
copy of death certificate
release of remains certificate

You should also supply the name of the Funeral Director in the home country of the deceased.

After payment of the shipping fees the cargo agent will make a reservation and issue the Airway Bill of Lading. You should keep your embassy informed of the date and time of the flight.
Embalming and Sealing Certificate

Once the deceased has been embalmed return to the Preventative Health Department at the NHA building with the original and two copies of the "release of remains certificate", five copies of the transfer of dead body certificate and 3 copies of the airway bill of lading. You will be provided with 4 sets of documents to deliver to:

the family
the mortuary
immigration (you will also need the Bill of Lading and deceased’s passport)

This explains that the mise en bière is the actual putting of the body in the coffin; the levée du corps is when the coffin is actually closed. 'procès verbal' would imply that it is not the authorisation but the actual certificate that it has been done... all of which has not helped me find a "title" corresponding to your request.
