disagree  Daryo: "roundabout way" has no place in an auditors' report, and also "financial discipline" is _too wide_ in meaning, would also include forms of "internal control" "internal audit" "control by Central Bank" etc.; here it's ONLY about the control by the taxmen

Eur-Lex tends to use "fiscal" – as in "fiscal controls" / "fiscal supervision" – but I'm not sure that's specific enough in this context.
