Asker: Regentaat? - I had discovered your answer in Van Dale, but I wasn't sure because of the singular use in some sentences.

agree  Kirsten Bodart: I would add the 'lower' to the phrase and maybe 'programs' at the end, because it seems to be referring to the course side of things.

neutral  writeaway: the Belgian reference below explains it well. The English offered is too broad. there are 6 years of secondary school in Belgium/I only know what I know because my son went through the system. So Van Dale will definitely be better

agree  Kirsten Bodart: Ik dacht wel dat het de eerste drie waren (lagere cyclus), zoals wordt aangegeven voor licentiaten (hogere cyclus) op wikipedia, maar de referentie blijft toepasbaar op toch de eerste drie.

agree  Steven Segaert: Toen ik (lang geleden) naar school ging, was een regent "bevoegd" voor de eerste drie jaren. Dat systeem is later gewijzigd, maar of se dan de eerste vier jaren "lagere cyclus" zijn gaan noemen weet ik niet.
