I would opt for a fuller sentence structure, as the Chinese source text is a formal statement expressed in sentence form—and is not just a dislocated comment. The Chinese is very concise, which makes it tempting to translate word-for-word into English in a broken format.

I would therefore suggest:

XX studied XX at this school from XX. With his/her grades having met the requirements of the school, he/she was permitted to graduate.

(or alternatively: His/her grades met the requirements of the school, and he/she was thereby permitted to graduate.)

There is cause and effect implied between 成级合格 and 准予毕业. He/she got the grades, THEREFORE he/she was allowed to graduate. I think this cause and effect is expressed more explicitly in English.
