This is in a statement describing a ship collision at sea. After the collision the crew take orders from the ship's captain:

"... sono sceso insieme al primo ufficiale di macchine con it Fast-rescue boat in mare per cooperare con la guardia costiera locale..."

I know that this is either a "first mate" or "first officer" though I am not sure which would be the better title to use in this incident on a merchant shipping line. I am unsure what "di macchine" refers to, or if it is part of the job title here.
