Would you clarify the word "impose" in this context?

"Toward that end, Tenant shall not sell, distribute, display or offer for sale any item which, in Landlord's judgment, is inconsistent with the quality of operation of the Project or may tend to impose or detract from the moral character or image of the Project ."

I have thought it means "misuse"
