designated personnel permitted according to the table of countries Explanation: This answer should reflect the fact that the personnel is only designated and not authorized yet when you check their nationality respectively status as resident of one of the eligible countries. I agree that the stated list is a table of countries with a completely different context. But the system for designated personnel and their ability/permission is nearly similar. If you look at some tenders of the US AirForce or their career pages you can find something similar. There are tenders or job opportunity only for onw citizens, some for people residing in the US now and some for citizens of NATO countries and so on. Additionally there is a spouse preference/veterans preference on some job opportunities. Just tried to "copy" that approach to your context.
