Não conhecia essa tradução, geralmente traduzo sempre por "amount of the claim". Nesse dicionário reparo só agora que tem essa entrada "valor da acção/causa/demanda judicial - value of matter in controversy". Essas regras já as indiquei aqui num "link" com uma tabela dos vários valores de acções, para ajudar.
I am fairly certain that this value is the theoretical value given to the lawsuit, for purposes of calculating court costs, etc. Portuguese procedural law will determine what value should be expressed, depending on the type of lawsuit and other factors. In this case, I believe that, for this type of suit, the "valor de alçada" is what is being used. Otherwise, as you say, for a multi-million dollar suit, the amount would have to be much higher. But it is certainly not "claim fee". You could say "claim value". As it is a theoretical amount, determined by procedural rules, it does not necessarily reflect the amounts expressed in the claim.
"Amount of the claim" e "amount in controversy" significam a mesma coisa. É o valor em jogo no processo. Eu tirei esta frase do Dicionário Jurídico da Maria Chaves de Mello, mas concordo que a sua frase expressa perfeitamente a mesma coisa.
Quanto ao valor em si, são as regras do Direito Processual Civil do Portugal que determinam o valor que deve ser colocado. Não sou perito no Direito Português, mas acabei de aprender as regras do Direito Processual do Brasil exatamente sobre o "valor da causa" ou "valor da ação". Dependendo do tipo da ação, se usa o valor de alçada e acredito que, neste caso, é isso que esteja sendo usado. Por isso que o valor é tão baixo, apesar de estarem em jogo milhóes de unidades de moeda!

Não seria necessário dizê-lo dessa forma. Por uma questão de facilitar a ajuda na pesquisa entre os colegas, é costume indicar se o texto de partida é de Português do Brasil ou de Portugal. Bastaria dizer assim quando o tradutor conhece suficientemente a língua e está familiarizado com o contexto. Se vai traduzir por "claim fee" isso poderá levar a um erro de tradução e pensar-se que se esteja a falar de honorários ou custas processuais. É comum ver-se nestes textos de pt-pt o seguinte e em separado: "valor da acção XXX", "custas XXX"... são coisas bem diferentes.

O "valor da acção" é um valor que surge no final (escrito em numerais e por extenso), depois da assinatura do advogado numa acção ou noutro requerimento judicial de português de Portugal. A meu ver, a tradução é " value / amount of the claim/lawsuit", pelo menos costumo traduzir assim. Resta saber-nos se o texto de partida é de pt-pt ou pt-br.
There are certain cases in which the amount in controversy cannot be determined exactly beforehand, or doesn't exist. For example, a paternity action doesn't have a monetary value. In this case, under Brazilian law, the "valor de alçada" is used by default. This value is currently about US$600. I don't know if your document refers to Brazilian or Portuguese law, but I would guess Portugal has a similar system. It could be that the case is of the kind where the "valor de alçada" is used, rather than a "real" value. Normally the plaintiff will want to minimise this value, as court costs are calculated on it, as are the defendant's lawyer's fees, should the plaintiff lose the case.
The case involves millions of dollars in a tax dispute, so this does not make much sense to me. Although the amount was spelled out in long-hand, so it does not seem like one.
