When I said that "one has to be domiciled in Sweden in order to be "Folkbokförd i Sverige," but domicile alone doesn't make one Folkbokförd," I meant that in some contexts if someone says that they are "folkbokförd" they mean that they live in Sweden presently (ie are domiciled), but in other contexts, if someone says that they are "Folkbokförd" they mean that they are properly registered with the Tax Authority in the national register they maintain.
(I any case, my neutral comment was primarily in response to Deane's disagree, to respond to him.)
