English term or phrase: the business won’t settle for a knock-on effect on IT performance
"Economic conditions have caused many IT budgets to shrink, but ***the business won’t settle for a knock-on effect on IT performance*** – IT must deliver more with less."

I wonder whether this is more -

"it isn't good enough for the business to cut down on IT performance"

or rather -

"it will not do the business any good to cut down on IT performance"

or rather anything else.

the business won’t settle for a knock-on effect on it performance
the business won't accept that IT performance shrinks with the budget

Explanation:
I understand that this refers to an individual business and not to business in general. The company will expect, or strive for, even more IT performance on the lower budget. Maybe this is meant as a message to the IT staff, or perhaps to reassure shareholders.

If it refers to business in general (and in this case the article "the" should be removed), the explanation is the same.

Notes to answerer
Asker: Thank you. - I had posted the question also in En-De and liked the reading given there, i.e. that the shrunk budgets should not have a negative effect on IT performance. - http://www.proz.com/kudoz/4792832#notes_section_10671769
