Yes, the idea is "manage", or something along those lines; but, the problem is, it won't sound right when you consider the sentence as a whole. You're going to have to deviate from a literal translation and move towards a phrase that carries over the same basic meaning.

disposer = to manage/deal with > to move forward with (in order to take the case on or not (clearly understood by the context)

Il sera de retour le 8 février au tribunal pour disposer du dossier. C'est alors que l' on saura si procès il y aura ou pas, et à quel moment.

Now, "disposer du dossier" taken from the example in my link above may be best translated by "assess the case". That doesn't seem to work overly well in your case, though.
