there were other parts of other documents in this larger project where the same word was used to "cede"? the rights of the sub ministry [C] to the head ministry [B] in matters concerning the licensing of Microsoft products to the ministry (and its subs). The main ministry would buy the licenses and then distribute them to the subministries, so these needed to "cede/assign" their rights for the main ministry to be able to sign a contract with MS [A]. Repeats often and I find cede or assign difficult to use here. Maybe a general term for all cases?
