Explanation:
Should be pretty much the same as "on behalf of" without suggesting either possible necessity of consent or possible revokability in case of disagreement.

I'm pretty sure the suggestion is there linguistically, although I'm not so sure about the legal meaning. In any case, I have seen legal documents where where both "on behalf of" and "in the name of" were used in sequence, but that does not necessarily suggest different legal meaning as recounting different expressions with the same legal meaning in order to strengthen the message is common practice under the English law.
