Hello everyone.

A cruel murder took place in a city (a mother and daughter were killed).
A resident of the city says: "I was shocked to think a homicide. But had no idea who."

Does the phrase in question mean "I was shocked at the thought about a homicide" or does it mean "I was so shocked so I couldn't think about a homicide"?

Asker: Thank you NancyLynn. As for the context, it is a movie based on real events. First a narrator says that two women were found dead in a house. Then a police officer says that there were blood all over the place and then adds: "She definitely gave him a fight". Then the narrator says that residents had no idea as to who could have done such a thing. Then a resident says the phrase in question.
