A ênfase deve ser colocada nas potenciais e efetivas inversões de capital produtivo, com alto potencial e qualidade de geração de encadeamentos intersetoriais, impostos, empregos e divisas.

This is an academic text on development, with a focus on the Brazilian economy. In this case, I cannot quite understand what "divisas" means. I am aware that it is usually translated as "currency", but that doesn't make much sense here. The idea is that investment of productive capital has potential to to create intersect oral linkages, taxes (new sources of revenue for the state?) jobs, and ______.
