L'Assemblée Générale est l'instance suprême de l'organisation. Elle regroupe le bureau, les délégués des différentes Unions et Branches. Elle se réunit tous les quatre ans en session ordinaire et tous les deux ans en session extraordinaire entre deux mandats.
Le Conseil National est l'organe de décision qui est chargé par l'Assemblée Générale de définir la politique générale du mouvement. Il a à sa tête un Président qui est le ***responsable moral*** de l'Association. Il se réunit tous les six mois.


The text describes an association in Senegal. I am not sure of the best way of translating 'responsable moral' in this context.
