¿cómo puedo traducir "A bill to"? ¿Lo dejariáis en mayúscula?
Si lo traduzco "un proyecto de ley para" no sé cómo traducir el siguiente "provide". Si lo traduzco "un proyecto de ley que" después puedo seguir con "dispone la concesión de indultos..."

Creo que para respetar la forma del original sólo pondría "PROYECTO DE LEY" en mayúsculas y seguiría debajo con el resto. Ojalá te sirva
