Haven´t seen 'consignar' used in this context before. I suppose it mean something like 'block/'disable'? They are referring to maintenance work being carried out on a conveyor belt.

Antes de iniciar una operación de mantenimiento de la cinta transportadora, se deberá desconectar el tramo afectado y **consignar el interruptor** para evitar que se ponga en funcionamiento de forma accidental.

Explanation:
I am sure you will be able to word this better, but this is the idea.

The section's power supply should be turned off: "desconectar el tramo afectado".
And the switch used for turning it on/off should be locked with a key/padlock in order to prevent anyone from accidentally turning it on again: "**consignar el interruptor** para evitar que se ponga en funcionamiento de forma accidental."

You can find "consignación" used in context in the two references below.

The procedure is known as Lockout/tagout (locking it with a key/padlock and placing a tag indicating the equipment is out of service). So you could say "lock and tag the switch".

I see what you mean about “consignar” here. This is clearly what is meant though. And since these are H&S procedures, I would be explicit about it in the English, as that’s the whole point of H&S right? See page 60 of the PDF at the second link below (“A User’s Guide to Conveyor Belt Safety” from Canada), where it states:

"Subject to the provisions of section 186, before undertaking any maintenance, repair or unjamming work in a machine’s danger zone, the following safety precautions shall be taken:

(1) turn the machine’s power supply switch to the off position;"
