Each of these are headed by a Sheikh.
They are semi official divisions.
They are to villages what suburbs or districts are to a city.
This is what I know about Egyptian villages' divisions as I was also born in Egypt.

Thank you very much for your help. Clearly, we did not reach a concensus on what exactly is a shiyakhah, but the term "locality" carries much less risk than sub-district. Locality is conveniently ambiguous as it can apply to both a rural division similar to a district, or to an urban sub-district. That is what I chose for my job, but I hope that one of us would eventually find a definitive answer.
