agree  rkillings: But I doubt it includes rail vehicles at all. Would appear to include categories M1 and M2 of road vehicles under EU 52001DC0318, http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=CELEX:... . And used for transport en commun.
