Es geht also offensichtlich um eine amerikanische Steuer. Gibt es einen deutschen Begriff dafür?

Explanation:
Der gesuchte Begriff müsste eigentlich "destination based tax system" heißen.
In Linguee habe ich folgende Textpassage gefunden, die meine Vermutung bestätigt, namlich dass Steuern entsprechend der steuerlichen Vorschriften im Bestimmungsort zu zahlen sind:

"...to achieve this, the Commission proposed moving from the pre-1993 "destination based" system, where VAT is effectively charged at the rate of VAT applicable where the buyer is established, to an "origin based" system, with VAT being charged at the rate in force where the supplier is established.

Die Steuern können nicht nur zwischen einzelnen Ländern, sondern in den USA von Bundesstaat zu Bundesstaat und z.T. sogar lokal voneinander abweichen. Beim "destination based system" werden u.a. die Steuersätze im Bestimmungsort zugrundegelegt.
