One of a number of quantitative estimated benefits for port improvements is described by:

I think this can be referred to as "cargo delay" or "freight delay", since it refers to additional costs, which are presumably linked to the cargo spending more time in port than anticipated. However, these terms are highly generic and I've had some troubles finding something that might be specific to ports.
