The law below makes clear that "função gratificada" is one of the options for additional pay which an appointed public employee of trust can choose as a perk on top of his salary, or he can opt for the basic pay for the position with an additional 55%.

"Lei 8911/94, Art. 2º É facultado ao servidor investido em cargo em comissão ou função de direção, chefia e assessoramento, previstos nesta Lei, optar pela remuneração correspondente ao vencimento de seu cargo efetivo, acrescido de cinqüenta e cinco por cento do vencimento fixado para o cargo em comissão, ou das funções de direção, chefia e assessoramento e da gratificação de atividade pelo desempenho de função, e mais a representação mensal."

  -> And right you are, however overtime can be demanded by the police force or offered. In this case it is offered. The officers are not forced to do this work by their superiors as I understand it and generally it is simply being present somewhere.

Pelo que li no site do Yahoo, função gratificada é "commissioned position" ou "trust position". Vejam a explicação abaixo:
"É a forma pela qual vc se investe num cargo público, exercendo um cargo de confiança. Esse cargo não gera estabilidade, podendo ser o funcionário demitido a qualquer momento.
Ex: o prefeito pode contratar, livremente, um assessor jurídico em função gratificada. Ele não precisará de ter feito concurso público. Basta ser da confiança de quem o contratar.
