Portuguese term or phrase: concursos/licitações
I'm wondering if these two terms are synonymous. I would normally translate either one of them as 'calls for tender' or 'requests for proposal'. Is there a distinction, or are these terms synonymous in Portuguese? Note that **(leilões)** is added in the title. If you think they are different, then I will post separate questions.
