The country is Mozambique, and this is a report on the advantages of feed-in tariffs to promote the use of renewable energy. One of the alternatives to a feed-in tariff is a quota system, which is discussed below. I'm working from a PDF, so this may be a scanning error (for "eliminar"), though I haven't encountered other typos so far. Or I may not be understanding the intended meaning here. What do you think?

Explanation:
Hi Muriel

The lack of PT punctuation leads to confuse.

The use of "iluminar" here is for emphasising the opposite meaning in relation to the previous verb "abafar".

"... so that it may smother (if not smother, then enlighten/broaden/illuminate) price volatility and therefore reduce risks."

Along those lines.
I'm sure you'll find a better translation than mine and perhaps a better word for "illuminate". Hopefully this points you in the right direction.
