Wydaje mi się, że nie chodzi tutaj o aspekt techniczny. Anlage oznacza także inwestycję (Duden - Synonimwörterbuch).
Po porłwnaniu kosztór inwestycji zdecydowano się na rozbudowę istniejącego odcinka, a nie o wybudowanie go od nowa.

Po porłwnaniu kosztór inwestycji zdecydowano się na rozbudowę istniejącego odcinka, a nie o wybudowanie go od nowa.
