Initial m-am gandit ca ar putea sa fie un acronim, dar avand in vedere ca este articulat nehotarat ("a"), ca nu este scris cu majuscule si ca am gasit un context mai detaliat legat de propozitia postata de dumneavoastra (vedeti prima referinta), am exclus aceasta varianta.

Din cate am inteles din contextul dumneavoastra si contextele gasite pe internet (vedeti si referinte), "seed document" exprima aici faptul ca respectivul document sta la baza standardului ISO 14067.
