Nas zonas de maior densidade poderá desenvolver-se uma rede secundária, ao passo que nas zonas de menor densidade ou peri-urbanas deverá desenvolver-se basicamente uma rede ao nível primário, deixando marcados os pontos de tomada e iniciados os **troncais de desenvolvimento** segundo determinados eixos urbanizáveis.

Plan for implementation of a water supply/sanitation system in Africa (PT/PT). Thought 'troncal' had to do with trunk roads, but can't quite make this phrase and the last part of the sentence fit together.

"leaving the expansion branches in place according to determined urbanizable areas" (just to give the sense!)

They are to leave water take-offs in place (maybe a manhole with a T-junction) where new urban development is expected to take place.

I think this terminology applies to several kinds of network: roads, electric, water...

Explanation:

They are to leave water take-offs in place (maybe a manhole with a T-junction) where new urban development is expected to take place.
