I think my suggestion reads better.

Whatever you decide in the end you need to have "the" in "for the purposes of" and "submission on establishing" is not right either ("w sprawie can be used as on if it was a document, e.g. law on / about something, but here submission is an action).

I don't agree with Bubz that you should leave "submission" out - when it comes to legal documents it is best to put everything down.
