Explanation:
The range of facilities will vary depending on the type of tourism offer. Some examples:

A hotel must provide you with a bed in a private room - otherwise it isn't a hotel! Nowadays, most hotel rooms come with "private facilities" i.e. a private bathroom, although when I was young this was very much an "extra". Other hotel facilities will be extras in the room (TV, Wi-fi, air-conditioning, mini-bar,...) and elsewhere in the hotel (table-tennis, busines services, spa, pool,...).

A tour operator has to provide both accommodation and major transport, but they may provide facilities in the form of a multi-lingual guide, transfers between airport and hotel, excursions, entertainment, maps,...).

  -> Well, there's always the garden ;-). I believe they're only referred to as facilities if they're private - shared toilets are, as you say, essential
