Here, the candidate has been working as an educational advisor in Chile. Does anyone know what 'fondos concursales' are? I'd be very grateful for any help with this, as 'insolvency funds' seems unlikely to me in the context. Many thanks!

many thanks to everybody for your invaluable help! In the end, this answer fits the context best. Although not all grants are competitive (eg grants to have your attic or walls insulated), many grants are competitive or discretionary in that you have to submit a bid for them.

si no me equivoco los fondos concursables son una forma de beca pero con una particularidad que es que hay que presentar un proyecto el cual se financia con estos fondos públicos. creo entonces que grant es un poco más vasto....
