Can I translate this with "basic knowledge of managing a register"?
I feel that evidenca amë is a very special register, but which?
The term is from a school in Fushë-Kosovë, Shkolla e mesme ekonomike-juridike "Hoxhë Kadri Prishtina".
I found the following, in Macedonia. Seems to me that evidenca amë has to do with gjendjen civile.

Basics of bookkeeping


Explanation:
I would suggest they mean "basics of bookkeeping". My reasoning is based on the fact these students are studying to become some form of assistants in an office/office administrators or something similar. Some of the terms you mentioned are found here
