We have calculated the possible water reduction using compliant fixtures EXCEPT for showers and INCLUDING showers. The addition of water-saving showers completely changes the result: only 23% water saving without and almost 40% with. The difference is 4 points in LEED. The client must confirm whether or not we can apply the water-reducing showers for this project. Otherwise the project has sustainable landscaping.

Question: the last sentence means affirmative or negative?

Otherwise the project has sustainable landscaping = Say in another words, the project will have sustainable landscaping?; OR

Otherwise the project has sustainable landscaping = If not, the project must have another sustainable landscaping?

I don't think it is either positive or negative, I think it is just a rather awkward way of moving on to a different topic.

agree  Sheila Wilson: With the added context, I agree with your second thoughts. The problem with punctuating "otherwise" is that it really isn't the best term to use for clarity
