On second thoughts, something has to be added to that to say that it is not built upon. So perhaps "ground level open space". I usually translate "en pleine terre" as "open ground" but that doesn't work if you have "voiries" on it.

agree  cc in nyc: "open land areas" to me. btw, the bruxelles link doesn't work for me. // Thanks for the new link. I'd use "zone" for municipally-regulated areas (as in the Palm Springs document), but "area" in a development. And Happy Labor Day weekend to you too! :-))

agree  B D Finch: It would be nice to have the reference of that definition. However, it doesn't seem to apply here, because of the 10% that is included as "voiries" (unless they are flyovers).
