So perhaps "ground level open space". I usually translate "en pleine terre" as "open ground" but that doesn't work if you have "voiries" on it. |

Pleine terre : Un espace non construit peut être qualifié de « pleine terre » si : - son revêtement est perméable, -sur une profondeur de 10 mètres de profondeur à compte de sa surface, il ne comporte que le passage éventuel de réseaux (électricité, téléphone, eaux potable, usées, pluviales) - il doit pouvoir recevoir des plantations.
